Glenwood Research is owned and operated by Peter Gartland. Peter’s work over the past fifteen years has been focused on community-based social service organizations, providing program evaluation consulting, along with training and technical assistance on outcome and impact reporting. His work in this area has included development of measures of impact on community service needs, provision of tools and methods to provide client organizations with internal capacity to self-reflect and self-evaluate programming in support of ongoing continuous improvement, research and studies to test for changing community needs, and the development of new and innovative programming designed to meet those emerging needs. Many of his clients engage in volunteer recruitment and placement, and include: United Way agencies, the Foster Grandparent Program (FGP), the Retired and Senior Volunteer Program (RSVP), the Senior Companion Program (SCP), and Councils on Aging. His work with these types of organizations has focused on meeting the challenges of measuring program impact on community needs, while also assessing volunteers to test for their effectiveness, and their satisfaction with the volunteer experience.

General social service clients include Community Action Program agencies (CAP’s), for which he has developed measures of efficacy for case management activities, neighborhood association logistical support, evaluations of transportation programming, WIC’s impact on clients, among others.

Another area of his expertise includes community needs assessments. Peter was the Principal Evaluator on a new state-wide Fetal Alcohol Syndrome Disorder (FASD) initiative which identified needs to be used to design and support state-wide prevention efforts. He is now the Principal Evaluator on the implementation phase of the FASD project. He is also the Principal Evaluator on a state-wide needs assessment to support prevention planning and programming of risk behaviors associated with alcohol consumption by college enrolled females, ages 18 to 24; and he is the Principal Evaluator for a new Drug Free Communities initiative in the greater Portland region that will include a needs assessment, asset mapping, and ongoing evaluation of program activities.

Another aspect of his work is focused on community service programs that work with middle and high school-age youth. He provides evaluation assistance and training to numerous youth-oriented prevention programs, and recently developed a promising evaluation model that investigates the connection between experiential education and strengthened resiliency in youth.

Peter holds a B.A. from St. Anselm College, and an MPA from Northeastern University. He was a recipient of a year 2000 Fellowship with the Corporation for National and Community Service in Washington, DC.
